Highly qualified employment is one the few types of labour migration that European states actively promote. The Recast Blue Card Directive (Directive 2021/1883/EU) was adopted to enhance EU states’ chances in the global race for talent. This seminar brings together a range of institutional, academic and Member State perspectives on areas such as the recast negotiation process, national implementation and the continuing challenges of recruiting and retaining highly qualified workers.
