NOLAI Launches EdTech Ecosystem Pilot

NOLAI is the national AI education lab for primary, secondary, and special education in the Netherlands, funded by the National Growth Fund. Through dozens of projects in schools across the country, NOLAI develops and researches responsible educational AI.

A strong Dutch business sector connected with schools and scientists is crucial in this process. That’s why NOLAI is launching an EdTech ecosystem pilot, paving the way for a full-scale program starting in 2027. Through this pilot, NOLAI aims to support, strengthen, and connect Dutch EdTech companies.

Purpose of the Pilot

Inge Volman, Innovation Manager at NOLAI: "Together with participating partners, we stimulate the development of responsible educational AI and ensure that Dutch start-ups and scale-ups are better equipped to enter and grow in the education market—both nationally and internationally. Currently, we have an open position for a Program Manager to coordinate three key activities during this pilot."

Inge Volman

"It’s a challenging position, but fortunately, there’s existing work to build on. And you won’t be doing this alone—we have a strong team.”

Activity I – EdTech Ecosystem Overview

Valuable support programs for EdTech companies are being developed across the country and sectors. However, they are often hard to find and underutilized. During the pilot, we will create an online, publicly accessible overview of available EdTech support. Smart filters will allow searches by type of support (funding, coaching, internationalization, etc.) and by the company’s development stage, such as start-ups and scale-ups.

Activity II – EdTech Baseline Assessment and Roadmaps

Currently, there is no standard for assessing the maturity of an EdTech company or product. This makes it difficult to identify and support development needs. During the pilot, we will develop an EdTech baseline self-assessment tool, complemented by roadmaps for further development of the company and/or product. The EdTech ecosystem overview will naturally align with this for deeper steps.

Activity III – Exploration of Short-Term Testbeds

For EdTech companies, testing new products in real educational settings is crucial. Without this validation, products fail to meet the needs of teachers, students, school boards, and school contexts—leading to lower adoption rates and less effective solutions. During the pilot, we will explore what a suitable short-term testbed model for the Netherlands could look like to bridge this gap. NOLAI already has extensive experience with this through co-creatieprojecten and the co-implementatie pilot. There is also much to learn from initiatives like the Global EdTech Testbed Network
