Internal regulations of Radboud University

Radboud University considers it important to create a safe and pleasant environment where everyone – students, staff and visitors – can study, work, live and spend time together. These internal regulations provide a framework and clarity for campus users. The internal regulations are also available to download.

This document sets out Radboud University’s general internal regulations that apply to the entire campus. What is meant by campus in these internal regulations is the buildings and grounds of Radboud University. Additional rules may apply to individual buildings and locations on campus. Those additional internal regulations are displayed in the buildings and locations concerned.

These internal regulations apply to everyone on campus. This includes staff, students, visitors and employees of suppliers.

1. General Provisions

Duty to comply

Everyone who is on campus, or who uses Radboud University’s facilities, shall be obliged to comply with these internal regulations and other related rules, guidelines and directions set or provided by or on behalf of the Executive Board. Moreover, everyone who is on campus shall follow the instructions given in this regard by or on behalf of the Executive Board.

 Everyone on campus shall behave in such a way that:

  • no damage, harm or nuisance is caused to Radboud University or to any person who is on campus or is using Radboud University’s facilities;
  • there is no infringement of any right belonging to Radboud University or to any person who is on campus or is using Radboud University’s facilities;
  • there is no violation of any legal obligation or legal prohibition;
  • there is no violation of generally accepted standards of decency towards another person or property;
  • there is no discrimination or exclusion based on sexual orientation, gender, race, religion, nationality or other characteristics.

 General information

These internal regulations are categorised into different topics and refer to specific online information and guidelines where necessary.

In urgent situations, call the Radboud University emergency number: 024-3655555. Call this number immediately in case of emergencies such as accidents requiring emergency care, fires, threatening and unsafe situations, or incidents involving hazardous substances. Save this number on your phone.

2. Safety and Emergency Procedures

Emergencies and evacuation

In the event of an emergency or (near) incident on campus, call the Radboud University emergency number (024-3655555) immediately. As soon as you hear the evacuation alarm, leave the building concerned.

The following rules apply to evacuations:

  • Close all doors.
  • Use the emergency exits.
  • Use the stairs and escape routes when leaving the building. Do not use the lift.
  • Follow the instructions of the Emergency Response Officers and the emergency services.
  • If you are a buddy for a person with a disability, stay with them.
  • Gather at the relevant assembly points unless otherwise indicated by Emergency Response Officers or other emergency services.

Undesirable behaviour and lack of safety

If you feel threatened or experience undesirable behaviour that requires further action immediately, call the emergency number: 024-3655555.

Theft and burglary

Report any theft, suspicious situations and/or burglary to Radboud University’s Security Department (in case of emergency on 024-3655555) as well as to the police. Report any theft of private property at politie.nl.

Identification

If you are on campus, certain authorised persons (security guards, supervisors, invigilators and receptionists) may, within the limits of their authority, ask you to identify yourself. You can prove your identity with the Radboud University campus card or a legally recognised proof of identity such as a passport or driving licence. Missing, lost or stolen campus cards should be reported to Security immediately (024-3619000).

Third-party activities

A safe working environment is important. That is why Radboud University expects third parties to provide and perform their services and work on campus in a safe, responsible and sustainable manner. 3. Access and Use

Building access / authorisation

Radboud University reserves the right to refuse anyone access to the campus if there are compelling reasons for doing so, such as violating laws and regulations or rules set by Radboud University.

 Access to buildings outside regular opening hours is possible only with the employee pass and/or student card. Some buildings have areas that require authorisation for access even during regular opening hours.

Keys and/or access cards

Personally issued keys and/or access cards are not transferable and must not be duplicated. Report any loss or theft immediately to the Security Department. If misused, the card and/or key holder may be held liable.

Use of rooms

The following principles apply to the use of rooms on campus:

  • No eating or drinking in areas where this is not allowed.
  • Clear away rubbish and your own belongings, and return furniture to its original position after use as indicated on the floor plan (if any).
  • Switch off lights and equipment, if possible, when leaving.
  • Close windows and doors when leaving.
  • Return keys and resources to the department from which they were obtained.
  • Report any defects/faults to the Service Centre.
  • Unauthorised persons are prohibited from accessing technical areas and roofs.
  • Approval from Audiovisual Services is required prior to any modifications of or extensions to audiovisual equipment.
  • When leaving rooms, items should be stored away and private property taken away.
  • Any equipment or furniture belonging to Radboud University may not be moved or taken to another room without written permission from the building manager.
  • For reasons of safety and accessibility, items or furniture may not be placed in a traffic area, such as corridors, without permission from Safety & Security.
  • Keep escape routes and emergency exits clear of obstacles at all times.

(Domestic) animals and assistance dogs

(Domestic) animals are not allowed inside Radboud University buildings. This rule does not apply to guide dogs, dogs specially trained for people with an impairment, therapy dogs or animals for research. Domestic animals are, however, allowed outside the buildings but must be kept on a lead.

Staying overnight and camping

No one is allowed to camp or otherwise spend the night on campus, or to set up tents or other camping equipment, without prior permission.

Ponds on the grounds

It is prohibited to enter the ponds on campus and to fish in them.

4. Property and Loss

Property

Everyone on campus shall handle the property of Radboud University and of others with care. Radboud University is not liable for damage to, theft or loss of private property or third-party property.

Lost items

Any lost items found can be handed in to the reception desks. Items shall be kept for three months at the reception where they have been handed in. After that, clothing shall be donated to charity and all other items shall be given to the Security Department.

The Security Department shall then store these lost items for an additional period of three months. At the end of this period, bank cards and IDs, etc. shall be sent to the Municipality of Nijmegen and/or the relevant bank. Other items shall be destroyed.

5. Dissemination of information

Making video and sound recordings

Prior permission is required to record video and/or sound on campus for commercial, promotional or publicity purposes. Contact details for requesting permission can be found at: https://www.ru.nl/en/contact/press-office
Video and/or sound recordings of lectures or other (teaching/research) activities may only be made if the persons in them have given their consent. Refer to chapter 5 of the regulations on personal data. Personal Data Protection Regulations | Radboud University (ru.nl)

There is a ‘no-fly zone’ due to emergency helicopters, so drones may only be used to record images and video with prior permission from Safety & Security.

 Communications on campus

Radboud University offers various options on campus for announcing an event or conveying a message.

Flyers may also be handed out at Radboud University. In the interests of sustainability and to avoid littering the campus, the advice is to do this as little as possible. Preferably, flyers should only be handed out at building entrances.

6. Use of Facilities and Equipment

Use of mobile devices / sound equipment

Conditions may be imposed on the use of phones / mobile devices / sound equipment to prevent disruption to teaching and/or research. Avoid noise pollution wherever possible.

(Electric) transport inside buildings

(Electric) transport for people with reduced mobility as well as transport for cleaning activities and for moving items are allowed. Other modes of transport for recreational use are not allowed inside buildings.

Electrical devices

To ensure (fire) safety and prevent disruption, the use of privately purchased household equipment, non-approved power strips and extension cords without a CE mark is not allowed. Other work resources must be inspected for approval and/or checked in accordance with NEN 3140.

Lockers

Several buildings have lockers. Lockers are not intended for long-term storage. If an unsafe situation is suspected, Radboud University may open the lockers for inspection.

7. Parking

Parking bicycles

Bicycles may only be parked in the bicycle sheds or in designated bays and racks. These locations are indicated on various information boards. This shall be monitored by Radboud University or by a party designated by Radboud University. Bicycles must not be taken into the workplace environment; this also applies to folding bikes and/or road bikes.

Bicycle sheds and racks shall be checked regularly for ‘orphan bikes’: bikes left behind and not collected. A label shall be put on these bikes. If the labelled bike is still parked there after six weeks, it shall be moved to a locked area on campus. After another six weeks, the bike shall be recycled.

Bikes parked in the wrong place shall be labelled and moved to storage at Erasmuslaan 5. If the bike has not been collected after two months, it shall be taken away, repaired and offered again through Bikewerk. https://www.bikewerk.nl/

Parking motor vehicles

Cars and other motorised vehicles may only be parked on campus within the designated parking spaces. This shall be monitored by Special Enforcement Officers (BOAs). Fines shall be issued in accordance with (local) laws and regulations.

The parking facilities are not intended for long-term parking. However, should long-term parking be necessary, a written agreement should be reached with the Parking Management Department. If a vehicle/resource is parked long-term without permission, it shall be labelled and then taken away after six weeks. The towing and storage charges must be paid before the vehicle/resource can be recovered by the unit or person.

8. Health and Environment

Alcohol and drug use

Smoking

The entire campus is smoke-free; smoking is not allowed on campus. More information can be found at: Smoke-free campus.

Waste and environment

Proper waste disposal is part of Radboud University’s sustainable business practices. As far as possible, dispose of waste separately in the appropriate litter bins. These can be found all over the campus. Litter bins on campus are for small litter only and not for (large-scale) private use.

9. Reservations, Activities

Reservations, events, meetings and activities

Radboud University offers opportunities for organising events and activities on campus. See: Organise an event | Radboud University (ru.nl)

All events and activities, whether within or outside regular opening hours, must be reported using the registration form in FACE. Once the application has been assessed, the organiser shall receive an approval or rejection and a breakdown of any additional costs. The organiser shall be responsible for how the activity proceeds.

Note: Are you organising a meeting inside a university building outside office hours or outside the regular opening hours? In that case, additional rules apply. For example, reception staff and emergency responders (BHV) must be present, a risk inventory & evaluation must be carried out and cleaning may be required.

If you foresee that your activity may pose risks to social, physical or material safety, discuss this with Safety & Security.
