Dr H.L. Paanakker (Hester)

Dr. Hester Paanakker's main research interests lie in the quality of governance in national and international settings, including the integrity and ethics of governance, public values, and organizational dynamics and management at implementation level. She conducts research on public craftsmanship and professionalism in frontline service delivery and focuses on how street-level professionals are shaped, facilitated, and managed in complex and demanding administrative contexts.

Hester Paanakker coordinates the Study Group on Quality of Governance" of the International Institute of Administrative Sciences (IIAS). Within the American Society for Public Administration (ASPA), she is member of the Executive Committee of the "Section on the Ethics and Integrity of Governance" (SEIGOV).
