Professor Ben Vermeulen is a specialist in Dutch and international educational law. He published papers on the article on education in the Dutch Constitution (Article 23 of the Constitution), on predominantly white ('white') and predominantly ethnic ('black') schools, on dissemination policy and integration issues, and on the role of the European Union in educational policy. Ben Vermeulen is a member of the Educational Council and the Advisory Committee on Migration Affairs (ACVZ). As from 1 February 2008, Ben Vermeulen has been a member of the Council of State.
