Compensation Scheme Local Council

Having regard to the Agreement on the Spending of Decentralised Employment Conditions Funds for the period from 2024 to 2028, the employer hereby adopts the following regulation scheme with effect from 1 January 2025.

Article 1

Chair groups or departments whose staff members participate in the Local Council (LC) will receive the following compensation:

  1. Chair groups or departments whose staff members participate in the Local Council (LC) will receive the following compensation: an annual financial compensation per LC member based on the following calculation: monthly salary of LC member on a full-time basis x 12 months x 1.51 x 0.215 FTE;
  2. An annual financial compensation for the LC spokesperson based on the following calculation: monthly salary of LC member on a full-time basis x 12 months x 1.51 x 0.32 FTE;
  3. Annual financial compensation per alternate LC member based on the following calculation: monthly salary of LC member on a full-time basis x 12 months x 1.51 x 0.1 FTE. An alternate member is expected to keep abreast of Local Council developments and meeting documents and to step in should any of the members of the employees’ organisation concerned be prevented from attending;
  4. in derogation of fromthe provision under (a), the fixed-term employment contracts of LC members may be extended by 1260 hours for each year of LC membership irrespective of the part-time factor, provided that the extension does not automatically lead to the conclusion of an employment contract for an indefinite period of time;.
  5. the maximum compensation for all LC members together is 2.5 FTE.

Article 2

This scheme will remain in force until and including 31 December 2028.

Further information

On the basis of the Aagreement on the Spending deployment of dDecentralised Eemployment Cconditions Ffunds for the period from 2024 to -2028, all costs of the compensation scheme for Local Council Compensation Scheme will be charged to the decentralised employment conditions funds. This means that both the regular replacement of LCO members (Article 1(, under a), ( and b) and (c)) and the extension of fixed-term employment contracts of LC members (Article 1(d), under c) are financed from the decentralised employment conditions funds.

The calculation of the maximum compensation for all LC members stems from the provision in the Collective Labour Agreement that every employees’ organisation that is a party to the Collective Labour Agreement for Dutch Universities may appoint two members and two alternate members to attend the Local Council. 

The corresponding calculation is as follows (based on 4 employees’ organisations): 

  • Members: 8 x 0.2 FTE = 1.6 FTE
  • Spokesperson: additional 0.1 FTE
  • Alternate members: 8 x 0.1 = 0.8 FTE
  • Total: 2.5 FTE
