Savings in the General Affairs pillar

The General Affairs pillar is a pillar with almost 200 FTEs, consisting of various positions in administrative advisory and support, such as lawyers, DIV/Archive staff, secretaries, Management/Office Assistants (MOAs). Legally required and independent positions are also included in this column, such as support for participational bodies, confidential advisors, the Internal Audit Service and the Ombuds Officer. This diversity means that the column cannot make savings in general terms. The hypotheses (expectations about how savings can be achieved) specifically address the organisation and process design of DIV/Archive, secretaries and MOAs.

Based on the hypotheses, the column sees a savings potential of approximately 0.8 - 1.1 million euros. This potential still needs to be assessed for feasibility and desirability. This will be done in the coming months. After that, the savings target for the pillar can be formulated and elaborated for the period up to 2029, taking into account what can be achieved at what point in time.

Current status

The AZ pillar has drawn up hypotheses for three subpillars within the pillar. These will be assessed in the coming weeks by three different working groups. The results are expected in early April. The following people are part of the working groups:

Assessment of hypotheses

The testing of hypotheses will examine, among other things, the effects on finances, personnel, organisational structure and service provision. Ultimately, the testing of the hypotheses will provide insight into the scope, feasibility and desirability of the potential savings. Employees and users of the services will be involved in the testing in order to obtain as complete a picture as possible of the possibilities and implications.

Final report

The process will result in a report that provides insight into potential savings. This report will indicate which hypotheses are realistic and which are not. The realistic hypotheses will be developed into savings initiatives. In addition, the team shares general findings and points for attention regarding the implementation and realisation of the savings. The phase that follows the final report is the drafting of an implementation plan that clarifies how to implement the initiatives.
