External hire process

From 1 February 2026, you must submit a request to hire external staff, freelancers and seconded employees from scale 10 (external hiring) to the central hiring desk of HR. This applies to both new contracts and renewals of current contracts.

This new service brings together all processes relating to external hiring in one place. This helps to ensure that requests are handled carefully and in accordance with legislation and regulations, provides a better overview and supports colleagues who want to hire someone. The hiring desk works together with a broker (a service provider who mediates in the hiring of external staff). You've been previously notified as a supervisor in the supervisors newsletter of September 2025.

Hiring external staff or extending contracts now

Until 1 February 2026, requests for external staff and the hiring process will continue to be handled by the current broker, Haert. Contracts and extensions with an end date before 1 July 2026 should be concluded in accordance with the existing agreements.

For external staff with a start date after 1 February 2026 or renewals that take effect after that date, you should – if possible – wait with a new application/request until the central hiring desk is operational (1 February 2026). Is postponement not possible? Then submit the application via Haert with a contract end date no later than 1 July 2026. Contracts with an end date after 1 July 2026 will be transferred to the new broker from April onwards; we would like to keep this migration process as limited as possible.

Stricter enforcement

For various reasons – including stricter enforcement of the DBA Act (which prevents self-employed persons from effectively working as employees) – Radboud University is legally obliged to have more control and insight into the hiring of external staff. Failure to comply with this can result in high fines and additional tax assessments for both Radboud University and external staff. The central hiring desk and a new broker will safeguard this process and create a uniform working method within Radboud University.
