New travel and moving expenses regulations and parking fees from 1 July 2026
On 1 December 2025, the Executive Board and the trade unions reached agreement on new travel and moving expenses regulations for Radboud University in the Local Council. The new regulations will be introduced on 1 July 2026. The fees for the parking subscriptions will also be increased from 1 July 2026.
These changes are based on the Mobility Vision adopted in December 2024, which revolves around accessibility, sustainable mobility, less car use and reducing carbon emissions. The current regulations do not adequately reflect this vision. Moreover, the current travel and moving expenses regulations cause a high administrative burden for both employees and HR due to the claims system. The new travel and moving expenses regulations will therefore introduce an allocation system, reducing the administrative load.
This will change the way in which both the travel allowance and the working from home allowance are applied for and paid. You will receive a fixed allowance in advance based on your work timetable and your choice of means of transport. You will no longer have to fill in claims.
Radboud University is currently working on implementing the regulations. This will include an app that you can use to apply for your travel expenses allowance and working from home allowance. More information is expected to follow in June 2026.
How the new regulations will work
You will apply for the travel expenses allowance and working from home allowance based on a timetable to be completed. In this timetable, you will specify the number of work-from-home days and travel days per week, and the transport you use to travel to the campus: public transport, car or (electric) bike. It is not possible to combine reimbursements for public transportation, a car, and/or a bicycle.
- Public transport users will receive a 2nd class NS Business Card through TC&O Mobydesk if their commuting distance exceeds 10 km. Radboud University will settle all your public transport costs directly with NS. So, you will no longer have to claim your expenses. But if you travel by public transport outside the NS Business Card travel area, you can claim the travel expenses in full in BASS. The NS Business Card may only be used for commuting.
- Motorists will receive a fixed monthly allowance of €15 for 5 travel days per week if their commuting distance exceeds 10 km. This also applies if you travel to the campus by motorbike, scooter or moped. If you travel on four, three, two or one day(s) each week, the allowance will total 80%, 60%, 40% or 20% of this amount, respectively.
- Cyclists will receive an allowance of €0.05 per kilometre travelled per day regardless of the commuting distance. This allowance will be paid monthly.
- The working from home allowance will be €7.13 per month if you work from home one day a week. Once you have filled in your timetable for travel and working from home, the working from home allowance will be calculated automatically and paid out monthly. The €2 per day home working allowance is transferred from the expense claim system to the allocation system. Under Dutch tax rules, 214 working days per year are assumed. Therefore, the monthly fixed home working allowance on a full-time basis is: 214 days x €2 divided by 12 months = €35.66 per month. That amounts to €7.13 if you work from home one day a week.
The travel and home working allowances continue to be paid during holidays under the new allocation system. In the event of absence due to illness, the travel and home working allowances will continue to be paid for the current and the following calendar month. After recovery, the allowances will resume on the first day of the month
Public transport users and motorists with a commuting distance of 10 km or less will not receive a travel allowance. The idea is to encourage cycling for commuting distances of up to 10 km. With this commuting distance, if you choose to travel to the campus by car or public transport, then that is your own choice.
Student assistants and on-call workers
Student assistants (who do not have free transport) and on-call workers will receive a travel allowance of €0.05 per km if they travel by bike or public transport, regardless of the distance. If they come by car, then no allowance will be allocated.
Arranging this in BASS
In BASS, you will soon specify the number of work-from-home days and travel days, and you will choose the transport you use to travel to the campus: public transport, car or (electric) bike. If you choose public transport, you will receive an NS Business Card.
Supplement to the travel allowance in the Selection Model
In the Selection Model, you can exchange ‘sources’ for ‘goals’. The entitlements you use in your exchange are ‘sources’. The benefits you receive in return are ‘goals’. You can use your holiday hours, salary, holiday allowance and/or end-of-year bonus to receive a net travel allowance in return. This will not apply if you use the NS Business Card to travel to the campus because these expenses will be paid in full by Radboud University to NS. Moving expenses allowance
If, prior to your employment, you live outside the Netherlands more than 150 km from the border, you will be entitled to a moving expenses allowance for transport and travel expenses. This concerns the cost of transporting the household effects and the cost of travelling to the new place of residence.
Parking subscriptions
Employees and students will pay a fee of €30 per month for a parking subscription from 1 July 2026. For more information, click here.
