Challenges regarding Legitimacy
New institutional arrangements raise questions on legitimacy: how to judge them in the light of the standards and values of public administration? One aspect of this is how standards, such as codes of good governance, are themselves changing and contingent on the systems in which they are applied. A next question is how new institutional arrangements hold up against such standards.
Performance and legitimacy
Our researchers have conducted several studies to evaluate whether the expected benefits of some of these changes have actually been realized. Finally, there is the issue about how to assess performance and legitimacy in a context where national and European public administrations are increasingly intertwined.
The aim is not simply to examine the workings of present systems of
performance assessment, but also to look forward to (and where possible, to help shape) emerging paradigms and instruments in a changed institutional landscape.
