Dit etnografische onderzoeksproject analyseert de rol van ‘brokerage’ – het sociale mechanisme van bemiddeling tussen verschillende groepen of niveaus in de maatschappij – in stedelijk bestuurlijke arrangementen, burgerlijke participatie en burgerinitiatieven, en de impact op de relatie tussen staat en burger. ‘Brokers’, gedefinieerd als burgers die officieel ‘spreken voor’ en ‘optreden namens’ hun medeburgers tegenover de staat, zijn een duidelijk aanwijsbare aanwezigheid geworden in stedelijk bestuur over de hele wereld. Door hun politieke representatie en onderhandelingen, hebben brokers invloed op de relatie tussen staat en burger en besluitvormingsprocessen over de toewijzing van middelen als huisvesting, welvaart, infrastructuur, veiligheid en maatschappelijke zorg. Aangezien brokerage in het bestuur altijd uit formele/officiële en informele/persoonlijke acties en transacties bestaat, focust dit onderzoek zich op hoe brokers praktijken, discoursen en netwerken binnen en buiten de officiële goedgekeurde kanalen en instituties met elkaar verweven. Het project legt de focus op overheidsprogramma’s en (grassroots) burgerinitiatieven die zich richten op de behoeftes van bewoners van kansarme buurten. Deze buurten zijn bijzonder relevant voor dit onderzoek, aangezien inwoners met lage inkomens het meest direct veranderingen in het bestuur en de beschikbare middelen ervaren, direct of via brokers.
Dit project maakt een vergelijking tussen brokerage in vier verschillende steden, waarvan twee op het noordelijk halfrond en twee op het zuidelijk halfrond. Deze steden zijn: Rotterdam (Nederland), Manchester (VK), Medellín (Colombia) en Recife (Brazilië). In deze steden onderzoeken we specifieke types brokers: gemeenschapsleiders, bureaucraten, vrijwilligers, activisten en actieve burgers; sommigen ontwikkelen hun eigen grassroots initiatieven, terwijl anderen uitgenodigd worden door overheden om andere burgers te vertegenwoordigen.
Door onderzoek van deze verschillende invalshoeken te combineren, benadert dit project brokers als ‘assemblers’, verbindende actoren die actief verschillende bestuurlijke en burgerlijke actoren en instituties en middelen bij elkaar brengen en die formele en informele politiek combineren. Daarmee combineert deze benadering recente theorieën over assemblages – die stedelijk bestuur, burgerlijke participatie en grassroots initiatieven zien als een amalgaam van verschillende actoren, instituties en middelen die samenwerken – met een antropologische actor-oriëntatie.
ANTHROBROKERS is erg succesvol geweest in het behalen van zijn doelen. Door een antropologische, actor-georiënteerde benadering te gebruiken bij het bestuderen van brokerage, heeft het project bijgedragen aan een beter begrip van de rol van brokers in stedelijk bestuur, burgerlijke participatie en verschillende vormen van grassroots initiatieven. Het heeft geanalyseerd hoe verschillende type brokers (gemeenschapsleiders, lokale activisten, actieve burgers, bureaucraten en sociaal adviseurs) op formele en informele manieren kloven tussen de staat en de bevolking overbruggen. Deze brokers spelen cruciale rollen in het functioneren van het stedelijk bestuur, burgerparticipatie en grassroots-initiatieven. Het project heeft ook aangetoond hoe, door de praktijken van brokers, electorale politiek vaak onderdeel uitmaakt van bestuurlijke regelingen, wat debat genereert over hoe democratisch bestuur met cliëntisme interacteert.
De innovatieve benadering van het project waarin brokers worden gezien als ‘assemblers’ – als verbindende actoren – in bredere assemblages, heeft onze theorieën over het samenspel tussen individuele actoren en de brede structuur van heerschappij, autoriteit en verbondenheid uitgebreid. Het project heeft bovendien de noord-zuid dialoog uitgebreid in antropologie, stadsstudies, ontwikkelingsstudies en geografie.
