Why is it so hard to deal with the environmental disaster we are facing? Cooperation between governments is complex. A remedy for one country may be a cause for concern to the other. To what extend are supranational regulatory institutions suited for the challenge of mediating between the interests of country governments? Come and learn from environmental social scientist Jennifer Telesca political scientist Daniel DeRock how we should re-envision environmental governance.

Across borders

Everybody wants less environmental destruction. Why, then, are we unable to make a fist against the environmental problems? Is this because these issues transcend borders while governments simply cannot seem to reach a consensus, since a solution for one country may be a problem to the other? For example, while China has constructed several dams for hydroelectric power, this at the same time causes severe problems for downstream countries like Vietnam and Cambodia in terms of their marine stocks and agriculture.

How to cooperate?

The fact that the effect of solutions or regulations cross borders, emphasizes the need for international cooperation and agreements to resolve environmental concerns on a global scale. However, to what extent are the current supranational regulatory institutions suited for the challenge of mediating between the interests of country governments while safeguarding our already fragmenting ecosystem. How is it possible, for example, that since the inception of the international commission for the conservation of Atlantic Tunas (ICCAT), there has been a catastrophic decline of this species while export markets have been secured for economic growth?

After their lectures Jennifer Telesca and Daniel Derock will discuss whether and how to redesign our forms of international cooperation and agreements in order to prevent both unequal redistribution of resources and further environmental deterioration.

About the speakers

Jennifer Telesca is an associate Professor of Environmental Governance at Radboud University. She is the author of Red Gold; The Managed Extinction of the Giant Bluefin Tuna. Her work takes a critical approach to ocean studies, spanning the interests of environmental diplomacy, ethnographies of international law in society, the human–animal relationship, political economy, the politics of extinction, and science and technology in policymaking.

Daniel DeRock is an assistant professor of International relations at Radboud University. He researches global economic and environmental governance, particularly through international organizations such as the World Bank and the International Monetary Fund. His current research focuses on the global political economy of climate change.

Waarom is het zo moeilijk de milieucrisis te pakken? Samenwerking tussen overheden is complex, zo blijkt. Een oplossing voor het ene land kan voor het andere land juist weer voor problemen zorgen. In hoeverre zijn internationale instanties in staat om te bemiddelen tussen landsbelangen en de grensoverschrijdenden milieuproblematiek? Kom en denker verder met sociaal milieuwetenschapper Jennifer Telesca en politicoloog Daniel DeRock over de herinrichting van ons milieubeleid.

Over de grenzen heen

Iedereen wil minder milieuvernietiging. Waarom lukt het ons dan niet om een vuist te maken tegen de milieuproblemen? Komt dat omdat deze problemen zich niet houden aan grenzen en regeringen simpelweg niet tot consensus kunnen komen omdat een oplossing voor het ene land een probleem kan zijn voor het andere? China heeft bijvoorbeeld verschillende dammen gebouwd voor de opwekking van hydro-elektrische energie, maar tegelijkertijd veroorzaakt dit ernstige problemen voor stroomafwaarts gelegen landen als Vietnam en Cambodja voor de visstand en de landbouw.

Hoe samen te werken?

Aangezien het effect van oplossingen en regelgeving grenzen overstijgt, onderstreept dit de noodzaak van internationale samenwerking om milieuproblematiek op mondiale schaal op te lossen. Maar zijn de huidige overkoepelende regelgevende organen wel zo succesvol in zowel de bemiddeling tussen de belangen van overheden, als de bescherming van ons ecosysteem? Hoe kan het bijvoorbeeld zo zijn dat sinds de oprichting de Internation Commission for the Conservation of Atlantic Tunas (ICCAT) een desastreuze afname van de vissoort heeft plaatsgevonden, terwijl exportmarkten zijn beschermd voor economische groei  ?

Na hun lezingen gaan Jennifer Telesca en Daniel DeRock met elkaar in gesprek over de vraag of en hoe internationale samenwerking en regelgeving opnieuw moeten worden vormgegeven, om zo een oneerlijke herverdeling van middelen en een alsmaar verdere verslechtering van het milieu te voorkomen.

Over de sprekers

Jennifer Telesca is universitair hoofddocent Environmental Governance aan de Radboud Universiteit. Zij is de auteur van Red Gold; The Managed Extinction of the Giant Bluefin Tuna. Haar werk is een kritische benadering van oceaanstudies en omvat de belangen van milieudiplomatie, etnografieën van internationaal recht in de samenleving, de relatie mens-dier, politieke economie, de politiek van uitsterven, en wetenschap en technologie in beleidsvorming.

Daniel DeRock is universitair docent Internationale Betrekkingen aan de Radboud Universiteit. Hij doet onderzoek naar mondiaal economisch en ecologisch bestuur, met name door internationale organisaties als de Wereldbank en het Internationaal Monetair Fonds. Zijn huidige onderzoek richt zich op de mondiale politieke economie van klimaatverandering.
