On Tuesday 12 June, the day of this current affairs lecture, Kim Jong-un and Donald Trump will meet with each other. The first meeting ever between these two sworn enemies. What brings North-Korea and America together? What is at stake and what can we expect of this meeting? Political scientist Jutta Joachim and Americanist Markha Valenta will provide an explanation.

What happened previously

The build-up to this conference wasn’t without any resistance. Until recently North-Korea was still seen as the ‘biggest threat’ to the United States of America and the tension mounted when North-Korea tested its long-range  missiles. Earlier this year Trump threatened to impose North Korea with the biggest sanctions yet, only to announce later on to be prepared to drop the sanctions altogether. Meanwhile Kim Jong-un put in a word as well. He replaced his top military leaders because of the relation with the U.S. Even planning this encounter wasn’t easy: the meeting was planned, cancelled and then confirmed again.

Arch-enemies

If the meeting will lead to a breakthrough, this could be Trump’s biggest success in foreign affairs. The world waits in suspense: how should we interpret this sudden attempt at conciliation? Is it about stopping the nuclear threat coming from North-Korea? Or is it about strengthening the position of the U.S. in Asia? What is in it for Kim Jung-un? And how is it possible for an American president, that isn’t exactly praised for its diplomatic behaviour, to arrange a meeting with the leader of the most closed-off country of the world?

Philosopher Frank van Caspel will be the chair of this current affairs lecture. Peter van der Heiden will open this lecture with a column (in Dutch).

Jutta Joachim is a political scientist at Radboud University, specialised  in international relations.

Markha Valenta is America expert at Radboud University and researches how global politics shapes the democratic society.

Peter van der Heiden is a historian who specializes in parliamentary history and politics in general.

Op dinsdag 12 juni, de dag van dit actualiteitencollege, ontmoeten Kim Jong-un en Donald Trump elkaar. De eerste ontmoeting ooit tussen deze twee gezworen vijanden. Wat brengt Noord-Korea en Amerika bij elkaar? Wat staat er op het spel en wat kunnen we van deze ontmoeting verwachten? Politicoloog Jutta Joachim en Amerikanist Markha Valenta geven tekst en uitleg.

Wat vooraf ging

De aanloop naar deze top ging met veel grilligheid gepaard. Tot voor kort gold Noord-Korea nog als ‘het belangrijkste gevaar’ voor de VS en stonden de spanningen op scherp toen Noord-Korea  lange afstandsraketten ging testen. Trump dreigde eerder dit jaar nog met “het grootste pakket sancties ooit” om vervolgens te verklaren bereid te zijn sancties tegen Noord-Korea te laten vallen. En ook Kim Jong-un deed een duit in het zakje. Hij verving zijn legertop vanwege de relatie met de VS. Zelf het plannen deze ontmoeting ging niet zonder slag of stoot: de afspraak werd gemaakt, afgeblazen en toch weer opgepakt.

Aartsvijanden

Als de ontmoeting tot een doorbraak leidt, kan het Trumps grootste buitenlandse succes worden. De wereld kijkt gespannen toe: hoe moeten we deze plotselinge toenaderingspoging interpreteren? Gaat het erom de nucleaire dreiging van Noord-Korea om zeep te helpen? Gaat het om het verstevigen van de Amerikaanse positie in Azië? Wat is het belang van Kim Jong-un? En hoe komt het dat een Amerikaanse president die nu niet bepaald bekend staat om zijn diplomatieke karakter het voor elkaar krijgt om een ontmoeting te arrangeren met de leider van het meest gesloten land ter wereld?

Jutta Joachim is politicoloog aan de Radboud Universiteit, gespecialiseerd in internationale relaties.

Markha Valenta is Amerikanist aan de Radboud Universiteit en houdt zich in haar onderzoek bezig met de vraag hoe globale politiek vorm geeft aan democratische samenlevingen.

Peter van der Heiden is parlementair historicus en politicoloog aan de Radboud Universiteit.
